Association of Disabled Citizenś Employers of the SR ( hereinafter “ ADCE”) was established in
February 2004 as a civil association of physical persons and legal entities doing business at the
territory of the Slovak Republic that employ disabled citizens. These business entities, affiliated
to the association, based on the common interests given by the voluntary pursuance of the social
role, in addition to their standard business activities, defined themselves some goals and activity
areas. The establishment of the association was stimulated by the new legislation in 2004 in the field of
both tax and social policies of the state by which the tax allowances were eliminated and some
advantages in the premium rates paid into Funds for employers, employing people with disabilities were abolished.
The association aims to keep the concrete and qualified discussion about issues related to the employment
of disabled citizens. On the basis of proposals and recommendations emerging from these discussions, to elaborate
conditions for the legislative drafts of the legal norms and to submit latter to all responsible and competent
institutions and bodies. Through the creation of conditions for employing disabled citizens, to ensure human
rights protection.
In addition to the employers, the Association can admit as members civil associations, interest associations,
foundations and other organisations dealing with the employment of disabled citizens.
The Association operates at the voluntary cooperation basis, it will gradually create informal communication
and advisory centres in regions, it will participate in various actions, seminars and trainings for the
field of solution of problems within employment of this social group of citizens.
Secretariat of ADCE of the SR has its seat in Bratislava at Mliekarenska st. 10, it is ready to provide its members with all
necessary information in order to maintain the mission and objectives of association as they are stated in the
Rules of the ADCE in the SR.
According to the statistical data released at the page of the Centre of Labour, Social Affairs and the Family
at the Ministry of Labour, Social Affairs and the Family of the Slovak Republic , in February 2004 , there are
285 employers who employ citizens with disabilities, counting for cca 6,211 employees. Among these employers,
they belong co- operatives, limited liability companies, shareholders´companies, other business companies,
entrepreneurs - physical persons who by the adoption of the new legislation, do not have any advantage,
with the exception of employers who have established the sheltered workshops.
In order to sustain their companies, entrepreneurs employing disabled citizens shall produce competitive products
and be profitable that is only possible provided the state grants them some financial advantages.
We wish to mention that the citizen with the different level and type of disability which more or less limitates
his /her working capacity, may work at the employer who will create him the necessary working environment, tools,
facilities, transport, eventually work assistant. The organisation of work has often to be adapted to the individual
needs of such employees. Costs linked with the arrangement of workplaces, keeping these workplaces are financially
demanding for employers and they are not able to bear them.
By establishing the ADCE of the SR we wish to avoid such situation that from the economic reasons, the employers of
disabled workers will fire them, eventually they will not have the interest to employ them in the sheltered workshops,
eventually in the sheltered workplaces.
Stated reasons were the main incentive of the preparatory committee people to establish
the Association of Disabled Citizens´ Employers in the Slovak Republic.
